Republicans in Congress appear to be shirking their duty to put America First.
(Big League Politics) – Over 100 Republicans in Congress are planning a fast track to give American citizenship to Chinese investors, so they may play a greater role in the United States, even as another Chinese national stands accused of stealing intellectual property from Tesla, Inc.
House Republicans are planning to vote on new legislation that will give green cards and American citizenship to wealthy Chinese nationals who want to move to the United States, generating more concern about intellectual property theft.
The Lofgren bill also puts at least 300,000 Indian contract-workers on a fast track to citizenship via the EB1, EB-2, and EB-3 green card lines, and it also helps companies import even more Indian contract-workers to take white-collar jobs from young American graduates, via the H-1B and “Optional Practical Training” programs.
Lofgren is a former immigration lawyer whose district includes much of Silicon Valley. She is trying to get the HR.1044 “country caps” bill passed without hearing or committee votes by sending it through a fast-track process. But that process requires 290 voters for a win, ensuring that the GOP leaders can stop her bill by reducing GOP support below 50 votes.
Led by Colorado Rep. Ken Buck, roughly 108 GOP members are co-sponsoring the HR.1044 outsourcing legislation, despite its likely harmful impact on American college graduates in their home districts. Several websites, including SAITJ.org and h1bhuntinglicenses.com, allow voters and opposition-researchers to track the inflow of H-1B foreign contract-workers into the white-collar jobs sought by constituents in each member’s congressional district.
This news breaks even as Tesla, Inc. accuses a Chinese national of stealing intellectual property from the company for the purpose of giving it to a Chinese company.
Tesla is suing a former employee, Guangzhi Cao, for allegedly stealing trade secrets from the motor company and providing them to a Chinese competitor. According to The Verge, Cao admits that he uploaded zip files containing source code for one of the company’s project to his iCloud account, which Tesla alleges was then obtained by Chinese startup Xiaopeng Motors. Cao now works for Xiaopeng Motors.
Xiaopeng Motors is backed by Alibaba, the Chinese competitor to Amazon.

Guangzhi Cao, a former engineer at Tesla, admitted in a court filing this week that he uploaded zip files containing Autopilot source code to his personal iCloud account in late 2018 while still working for the company. Tesla sued Cao earlier this year for allegedly stealing trade secrets related to Autopilot and bringing them to Chinese EV startup Xiaopeng Motors, also known as Xmotors or XPeng, which is backed by tech giant Alibaba.
Cao denied stealing sensitive information from the automaker in the same filing. His legal team argued he “made extensive efforts to delete and/or remove any such Tesla files prior to his separation from Tesla.” Cao is now the “head of perception” at XPeng, where he is “[d]eveloping and delivering autonomous driving technologies for production cars,” according to his LinkedIn profile.
It appears the Republican members of the House are completely ignoring the massive security threat posed by China, which is arguably the only other super power on the planet, and an economic powerhouse that is only now starting to feel the brunt of President Donald Trump’s tariffs.
